Awhile ago, I created a sentient dinosaur dinomaster337.deviantart.com/a… but after a few tips of constructive criticism, I decided to revamp it. So here it is...
Simiosaurus (monkey lizard) is an omnivorous, non-avian theropod dinosaur of close relation to dromaeosaurs and troodontids. The animal is 2.5 meters long and 1.4 meters tall (thank you Covelloraptor for the size estimates) and possess a 45 degree angle in its back to compensate for its long arms. These arms end in three digit hands, two fingers and a thumb. Their legs are well developed and the most inner toe has the biggest claw, which is used for combat between males.
I based the colors of a speckled owl, a pileated woodpecker, a northern goshawk, and an eastern grass owl. I tried to make the head larger than the other picture, but I can't tell if it shows. Now once again I've got something for you guys; a little challenge I came up with. Try to flesh them out, what's their culture and how do they live? Yeah, that's it. Good day.

I think they would have developed larger brains to help them coordinate hunting. They have elongated arms, which suggests tool use to me (and I spy one in the picture with a spear-looking thing). Their fingers look quite dexterous, so I'm guessing they can manipulate their environment to an extent. They probably have the ability to draw in mud using their claws, which would allow them to invent new hunting tactics. They probably have sports/games that have developed from this ability, and these sports are probably a big part of their culture.

They probably live in packs, likely with relatives. The males have claws for intraspecific fighting, which suggests they differ from humans (the only known sentient species I have for reference) in terms of their mating system. I imagine there would be a dominant male who would have a harem of females (or at least first access to mating). Their lifestyle looks fairly primitive in the image, so I don't think they have developed complex super-societies with highly specialised occupations yet (though they may not be far away from it).

Their feather covering looks dense and fairly weatherproof, which suggests they have not turned their tool-building towards constructing homes. This means they are probably partly nomadic, and they probably control large territories which they travel through searching for food (I don't have a good knowledge of the epoch, so I won't fill in their prey items :I). As with any territory, this would need to be defended. Some rudimentary warfare probably exists, and perhaps some cultural customs which allow peaceful relationships with neighbouring clans (potentially involving the exchange of young males and/or females, which would also provide a means of genetic exchange between groups).

They have very different markings on their dorsal and ventral surfaces. They have possibly evolved this because they have hunting behaviours which involve dropping out of trees. This is also suggested by their long arms, which would be well-suited for climbing.
As nomads, the young must be carried around and they can probably climb quite well from birth. The behaviour of dropping from trees, however, may require teaching rather than instinct. It has potentially been ritualised as a custom for entering adulthood.

They have thick, muscular necks to support their large brain/brain case. Like humans, birthing complications may have arisen from an increased head size. Combine this with the fact that females need very functional hips to roam nomadically, and we have antagonistic evolutionary pressures.
